2025 North Carolina Republican Party State Convention Rules

In accordance with the State Plan of Organization, the State Convention shall be held every year. The 2025 North Carolina Republican Party State Convention shall be convened at the Koury Convention Center, 3121 West Gate City Boulevard, Greensboro, North Carolina, on Thursday, June 5, 2025.

Statement of Purpose

Rule 1

The purpose of these Rules is to provide for a fair and open Convention in a manner that prioritizes and expedites the business of the Convention, respects the rights of the majority and minority, and encourages full participation by all Republican Delegates.

Convention Officers

Rule 2

  • A. The officers of the Convention shall be the Convention Chair, Secretary, Parliamentarian, Sergeant-at-Arms, and such other officers deemed necessary. All appointments shall be by the State Party Chair, or his or her designee.
  • B. The Convention Chair shall appoint Assistant Sergeants-at-Arms as necessary.

Committees

Rule 3

The Committees of the Convention shall be the Committees on Credentials, Rules, Plan of Organization, Platform, Teller, and Resolutions.

Registration & Check In

Rule 4

Delegates to the Convention must have registered for the North Carolina Republican Party State Convention 3 days prior to the convening of the Convention. Each Delegate’s or Alternate Delegate’s registration shall include the Delegate’s or Alternate Delegate’s name as shown on his or her voter registration, email address, and phone number. Each Delegate or Alternate Delegate who is registered for the North Carolina Republican Party State Convention must check in upon arrival at the Convention and produce a current and valid government-issued photo identification when checking in. A Delegate or Alternate Delegate shall not be considered registered and checked in unless all required information is submitted to the North Carolina Republican Party.

Reports of the Committees of the Convention

Rule 5A. Committee on Credentials

  • A. Thirty days prior to the Convention, the Committee on Credentials shall post on the North Carolina Republican Party website a list of all Counties and respective numbers of Delegates and Alternate Delegates approved by the Committee on Credentials and recommended for seating.
  • B. At least 3 days prior to the Convention, the Committee on Credentials shall issue its Updated Report of the number of Delegates and Alternate Delegates of each County approved and recommended for seating by the Committee on Credentials, including those approved on appeal since the 30-day report was published, and a list of those Delegates and Alternate Delegates approved and recommended for seating shall be issued to the North Carolina Republican Party, and to respective County Chairs.
  • C. No person shall be seated as a Delegate or Alternate Delegate unless elected as a Delegate or Alternate Delegate at his or her respective Republican Party County Convention, except that any otherwise eligible person the Committee on Credentials determines was omitted due to administrative or clerical error, may be approved and recommended for seating.
  • D. Motions to amend a Report of the Committee on Credentials shall only be in order pursuant to one of the following:
    1. After the Report of the Committee on Credentials is posted on the North Carolina Republican Party website, but before the presentation of the Report of the Committee on Credentials to the Convention, provided:
      • the motion concerns a discrepancy in the Report’s Delegate or Alternate Delegate count for the respective County,
      • the motion is made by the County Chair, or in absence of the Chair, the county delegation leader,
      • the motion is made in writing to the Chair of the Committee on Credentials at least 24 hours prior to the convening of the Convention, and
      • the County Chair, or in the absence of the County Chair, the county delegation leader, shall have conferred with the Chair of the Committee on Credentials at least 24 hours prior to the convening of the Convention.
    2. Immediately after the Report of the Committee on Credentials is presented to the Convention for such period as allowed by the Convention Chair.
    3. After the adoption of the Report of the Committee on Credentials by the Convention, provided:
      • The motion is made in writing,
      • The motion states the specific grounds for its proposed adoption,
      • The motion is endorsed in writing by a member of the Committee on Credentials, and
      • The motion shall have been submitted to the Chair of the Committee on Credentials prior to the motion’s presentation to the Convention.
  • E. The Committee on Credentials shall have available at the Convention a record of the Delegates and Alternate Delegates approved and recommended for seating to the Convention from each County.
  • F. After the adoption of the Report of the Committee on Credentials, and at the beginning of each business session, if a County does not have a full Delegation, the Convention may seat the Alternate Delegate(s) of that County as Delegate(s), up to the maximum number of Delegates for that County as allocated pursuant to the State Plan of Organization.

Rule 5B. Rules, Plan of Organization, Platform & Resolutions

  • A. Motions to amend a Report of the following Committees shall not be in order unless a motion is made in writing to the respective Committee Chair 10 days prior to the convening of the Convention: Rules, Platform, Resolutions.
  • B. Motions to amend the Report of the Plan of Organization Committee shall not be in order.
  • C. Any motion to amend a Report of the Rules, Platform, or Resolutions Committees shall be adopted by a two-thirds vote of all votes cast.
  • D. Any motion to amend the State Plan of Organization (2024) pursuant to Article X.A.1. of the Plan of Organization (2024) shall be adopted by a majority of all votes cast.
  • E. Any motion to amend the State Plan of Organization (2024) pursuant to Article X.A.2. or X.A.3. shall be adopted by a two-thirds vote of all votes cast.
  • F. Any Delegate making a motion pursuant to Paragraphs A., D., or E. above shall have furnished a minimum of 1,000 copies of the proposed motion.
  • G. The Reports of the following Committees shall be adopted by a majority of all votes cast: Rules, Plan of Organization, Platform, Resolutions.

Order of Business

Rule 6

The order of business of the Convention shall be as published in the Convention Agenda.

Quorum

Rule 7

A quorum for each business session for all business transactions and elections is a majority of the Delegates who have registered for the Convention pursuant to Rule 4 and have checked in at the time of the convening of that business session of the Convention.

Disclosure and Closure

Rule 8

  • A. No motion shall be in order unless each maker and seconder thereof states his or her name and county of residence.
  • B. No Delegate shall speak in Convention longer than 2 minutes at any one time, or more than twice on any motion open for discussion.
  • C. If any contest shall develop over any matter other than a nomination or election, the Convention Chair may, at the Convention Chair’s discretion, allow each side not more than 5 minutes to present its position.
  • D. Any demonstrations or presentations prior to the voting for elected positions, other than traditional speeches, must have prior written approval from the Convention Chair.

Voting

Rule 9

  • A. Voting on all nominations pursuant to Rule 10A and 10B shall be by roll call vote by paper ballot; provided, however, if only one person or one slate is nominated no roll call vote by paper ballot shall be taken and the nominee or slate shall be elected by acclamation.
  • B. Voting in all other matters shall be conducted at the discretion of the Convention Chair by roll call vote by paper ballot, voice vote, or by the standing of the Delegates.
  • C. On the adoptions of reports from the Committees on Credentials, Rules, Platform, Resolutions, or Plan of Organization, the Chairs of ten percent of the Delegations of the Counties registered and in attendance, or the majority of Delegates of the same, may require a roll call vote pursuant to Article IX.A.2.c. of the State Plan of Organization. The North Carolina Republican Party staff, under the supervision of the Convention Chair, shall be responsible for accurately converting the votes of Delegates on the floor of the Convention into the overall votes cast by a particular County pursuant to Article IX.A.2.c. of 配置 the Plan of Organization.
  • D. For purposes of a roll call vote by paper ballot, the method of voting within each County Delegation shall be by a caucus of the Delegation.
    1. The vote shall be counted by the County Chair or County Delegation leader and verified by the District Chair, Vice Chair, or a member of the Teller Committee.
    2. The roll call vote by paper ballot shall be made by the Chair of the Teller Committee and the votes shall be displayed for the Convention to view.
  • E. There shall be no electronic voting.
  • F. There shall be no proxy voting.
  • G. Delegates casting a vote must be on the floor of the Convention at the time such vote is cast.

Nominations (Rule 10A)

In odd numbered years when the Chair and Vice Chair of the North Carolina Republican Party are elected, nominations and elections shall be conducted as follows:

  • A. Nominations and the election for Chair shall be completed before the nominations and election for Vice Chair.
  • B. Nominations will be made from the podium upon recognition by the Convention Chair. The person nominating a candidate will be allocated a total of 5 minutes for his or her nominating speech.
  • C. Up to three Delegates may second a nomination from the floor of the Convention upon recognition from the Convention Chair for the purpose of stating their name, County of residence, and the name and office of the nominee being seconded. No seconding speeches will be allowed.
  • D. Before balloting for election to an office, each candidate shall be allowed 5 minutes to address the Convention. The order of the speeches to address the Convention shall be determined by drawing.
  • E. A majority of all votes cast shall be necessary for the election of Chair and Vice Chair. In the event a majority is not received by the nominee receiving the highest number of votes, subsequent balloting shall be conducted with the two nominees receiving the highest number of votes.

Nominations (Rule 10B)

In Presidential Election years, when the National Committeeman, National Committeewoman, Delegates and Alternate Delegates to the Republican National Convention, Presidential Electors, and Alternate Presidential Electors are elected, nominations and elections shall be conducted as follows:

  • A. In Presidential Election years:
    1. Nominations for National Committeeman and National Committeewoman must be submitted to the North Carolina Republican Party 10 days prior to the convening of the Convention. Election of the National Committeeman will be followed by the election of the National Committeewoman. Each candidate nominated will be allocated a total of 3 minutes for nominating speeches.
    2. Upon recognition from the Convention Chair, up to three Delegates may second a nomination for National Committeeman or National Committeewoman, who shall state their name, County of residence, and the name and office of the nominee being seconded. No seconding speeches are allowed.
    3. Before balloting for election, each candidate shall be allowed 5 minutes to address the Convention. The felhasználó order of speeches to address the Convention shall be determined by drawing.
  • B. In Presidential Election years, all nominations and elections of Delegates and Alternate Delegates to the Republican National Convention shall be by written slate and elected by a plurality vote, with the balloting for Delegates being completed before nominations for Alternate Delegates.
    1. The Convention Chair shall first recognize the Chair or a designated member of the National Convention Selection Committee, as defined by Article VIII.C. of the North Carolina Republican Party Plan of Organization, to place in nomination a written slate of candidates consisting of a full slate of At-Large Delegates and Alternate Delegates to the Republican National Convention, as determined by the Republican National Committee’s rules.
    2. Then, any Delegate may, upon proper recognition by the Convention Chair, place in nomination a written slate of candidates consisting of a full slate of At-Large Delegates and Alternate Delegates to the Republican National Convention, as determined by the Republican National Committee’s rules.
      • Any such slate of candidates must be submitted to the North Carolina Republican Party 10 days prior to the convening of the Convention.
      • Any such slate of candidates shall include with such slate a written certification that each person so nominated is a duly registered Republican in the State of North Carolina who has consented to nomination on said slate and will serve as a Delegate or Alternate Delegate to the Republican National Convention, if elected.
    3. Each slate must state the name of the Republican Presidential candidate that each nominated Delegate or nominated Alternate Delegate would be supporting and voting for, if given the opportunity.
    4. No person shall be nominated on more than one slate for Delegate or Alternate Delegate to the Republican National Convention.
  • C. In Presidential Election years, 2 Presidential Electors at-large and first and second Alternate Presidential Electors shall be nominated in accordance with the slate method set forth in Rule 10B.B., for the nomination and election of Delegates and Alternate Delegates to the Republican National Convention, together with an appropriate certification of office of Presidential Elector. Any such slate of Presidential Electors must be submitted to the North Carolina Republican Party 10 days prior to the convening of the Convention.

Convention Guests

Rule 11

Only Delegates will be allowed on the floor of the Convention. All Alternate Delegates and guests must remain seated in the section designated for guests. The Convention Chair, at the Convention Chair’s discretion, may allow Alternate Delegates and guests to listen to and observe the Convention. Alternate Delegates and guests shall not attempt to vote on or speak to any matter before the Convention.

Resolutions from the Floor

Rule 12

No proposed resolution from the floor of the Convention by a Convention Delegate shall be in order unless it shall first be reduced to writing and distributed to Delegates and Alternate Delegates prior to the report of the Committee on Resolutions. A minimum of 1,000 copies of any such proposed resolution must be provided by the maker of the resolution and distributed to Delegates and Alternate Delegates as required by this Rule in order to be considered by the Convention. The resolution shall include the author(s) of the resolution. The proposed resolution can only be considered by the body upon a two-thirds vote of the Convention.

Parliamentary Authority

Rule 13

Robert’s Rules of Order, Newly Revised, most current edition, shall govern this Convention when applicable and when not inconsistent with these Rules and the State Plan of Organization.

Suspension of Rules

Rule 14

These Rules may be suspended during the Convention by a two-thirds vote, except that the Rules contained herein which are drawn from or implement provisions of the State Plan of Organization may not be suspended. Should any discrepancy between these Rules and the State Plan of Organization be discovered, the State Plan of Organization shall prevail.

Duration of Rules

Rule 15

The fundamental Rules herein shall govern until new Rules are adopted at a subsequent Convention of the North Carolina Republican Party.
